Error strewn report submitted in favour of housing plan as locals fight for ‘open space’

A 700-name petition has been submitted as part of a campaign to prevent another piece of open space being “devoured” by developers.

And a report to support a development of 20 four-bedroom homes on a 2.2 acres site at Shaw Hall Bank Road, Greenfield for builders Wiggetts has been criticised for its high-profile errors.

Initial proposals were submitted in August 2018 but were then amended on November 7.

However, a planning policy compliance statement by Euan Kellie property solutions in Cheadle suggests the nearest banks can be found at 55 High Street, Oldham (NatWest, Uppermill closed June 2017) and Old Brown, Ashton-under-Lyne (RBS, Old Brow, Mossley, closed September 2015).

Greenfield Post Office is listed at its previous location on Chew Valley Road, opposite the Wellington pub, (closed October 2017) and not at its new premises in the village newsagents.

Crompton Heath Centre, Shaw is stated as being 1.1 miles from Shaw Hall Bank Road instead of more than five miles away while Sandy Lane Church, Dobcross, named as a place of worship, was closed in 2017.

Discussing transport links, the report also states there is an hourly service to Manchester Victoria from Greenfield station when trains now run to Manchester Piccadilly.

“If their case is flawed we have to stand a chance,” says Paul McCann, a spokesperson for action group Greenfield by Name and Greenfield by Nature.

“The village of Greenfield and elsewhere around Saddleworth is getting devoured.

“It’s great to know we have support in the community. The petition is only a snapshot but it gives you an indication of the feeling of the people of Greenfield and further afield.

“They call this scrubland but it is natural/semi natural open space.

“It is a wildlife habitat and if we keep losing these pieces of natural open space then what is it going to become?”

If successful, Wiggett Construction intends to build 20 four-bedroom, six-person, two storey dwellings.

The report states: “The overall development complements the surrounding area and street-scene in terms of scale and footprint and incorporates level access and security principles.”

It also details information about the controversial Greater Manchester Spatial Framework but talks about comments being submitted “until 11 January, 2016.”

The report quotes extensively from the 2012 National Planning Policy Framework which was updated in July 2018.

Also in support of the plans Wiggett’s environmental sustainability statement says: “Wiggett Construction Limited (WCL) have designed the scheme to blend into the existing area, the housing mix has been selected by WCL sales team and is based on the anticipated demand for housing in the local area.”

The final decision is expected to be heard by Oldham Borough Council’s planning committee at its December or January meeting.
