When officers attended, supported by an underwater search team the body of 28-year-old Craig Wilcox was recovered from the water.
A post mortem examination was carried out, but the result was inconclusive.
Craig was last seen on 6 January 2014 at the home of relatives on Norfolk Crescent in Failsworth.
A missing from home investigation was launched by detectives in Oldham which established Craig had confided in a friend to say he feared for his safety.
Four other people were previously arrested and subsequently bailed and now a further two men, aged 37 and 28, have been arrested on suspicion of conspiracy to commit murder and production of cannabis. They remain in police custody for questioning.
Detective Chief Inspector Terry Crompton from GMP’s Major Incident Team said: “These latest two arrests shows we are continuing to make inquiries to get to the bottom of Craig’s death and those inquiries will not stop until we have established exactly what happened.
“I would therefore reiterate my appeal for the public to come forward with any information they may have about Craig’s death to come forward.”
Anyone with any information about this incident is asked to call police on 0161 856 4711 or independent charity Crimestoppers on 0800 555 111.
